Job Description Nevada State College (NSC) invites applications for a Director of Workforce Development, to begin Spring 2021. As the campus lead for this division, the Director will be responsible for the development, implementation, supervision, and evaluation of new programs that complement our existing baccalaureate degrees and address critical workforce and continuing education needs in Southern Nevada. To this end, the Director will identify relevant opportunities through information provided by regional employers and the analysis of industry data, and will be prepared to quickly deploy new programs in response to rapidly evolving workforce needs. The individual in this position is expected to develop this initiative into a self-supporting division, and will manage every aspect of the endeavor, including work to prospect and secure grants, oversee program operations and budgets, and evaluate program outcomes, such as those relating to enrollment growth and student achievement. This role may be of particular interest to innovative and entrepreneurial candidates who wish to create a new division from the ground up at a vibrant and fast-growing public institution.

    Core Responsibilities:
    • Conduct analysis of workforce and continuing education needs based on information from college and community stakeholders, relevant market data, and other forms of input (e.g., survey responses)
    • Lead the development, implementation, supervision, and expansion of workforce programs that lead to a meaningful certificate of completion or related credential
    • Forge and maintain essential partnerships with community, business, and legislative constituents
    • Employ evidence-based enrollment management strategies to facilitate program growth, including key decisions about programmatic structure and course delivery (e.g., online, hybrid)
    • Manage all fiscal and contractual elements of workforce and continuing education programs, including operations, budgetary strategic initiatives, contract negotiation/approval, and space planning and management (e.g., leases), with the goal of converting to a self-supporting division within a designated period of time
    • Market and promote programs in workforce development and continuing education
    • Identify promising grant opportunities and furnish applications in conjunction with the grants office
    • Develop, implement, and assess strategies to improve the quality and effectiveness of programs and courses
    • Recruit appropriate training providers and curriculum developers, as needed, to fulfill specific program needs
    • Ensure that all programs and associated elements meet accreditation standards established by the Northwest Commission on Colleges & Universities and any other relevant accrediting bodies
    • Collaborate with college leadership, faculty, and staff to determine how to best support our students in accordance with our mission and the goals defined in our institutional strategic planRequired Qualifications:
      • Bachelor's degree in a relevant field from a regionally-accredited institution
      • At least two years of leadership experience in workforce development and/or continuing education at an institution of higher education
      • Demonstrated experience managing self-supporting College level programs
      • Demonstrated commitment to a diverse, non-traditional, first-generation student population
      • Excellent communication skills (oral & written) and ability to speak effectively to a variety of stakeholders from all different backgrounds
      • Eligibility to work in the United States without sponsorship (NSC does not sponsor employment-related visas)Please note: Applicants must meet the posted minimum qualifications at the time of application in order to be considered for the position. This position is not eligible for tenure.Preferred Qualifications:
        • Master's degree in a relevant field from a regionally-accredited institution
        • Demonstrated experience in program planning, development, implementation, and evaluation
        • Demonstrated ability to establish and maintain relationships with community, business, and legislative partners, particularly in the delivery of workforce-related initiatives
        • Demonstrated experience in managing the budget and operations of a complex program, organization, or initiative
        • Demonstrated ability to identify workforce and/or continuing education needs
        • Successful experience as a college-level instructor, particularly at a public, non-profit institution Salary & Benefits Budgeted salary range for this position is $70,000-$80,000. --It is expected that this salary will become self-sustaining within 2 to 3 years of hire, but some flexibility will be afforded based on extenuating circumstances.
